On June 6, 1941, the first issue of The Voice of Japan was published as part of the Ministry of Information's Directorate of Public Affairs. This was the first major part of the Ministry of Information. The paper was a propaganda publication by the Japan Broadcasting Corporation, which was under its direct control. The paper's goal was to gain the support and attention of the Japanese people and the government of Japan. The editor-in-chief of this paper was Yoshio Kodama.[175] It was the first official paper to be released by the Imperial Japanese government. The paper was published two or three times a week, and was a central source of news and information on Japanese affairs in the 1930s and 1940s. Many citizens read this paper because it was a government-owned paper, and believed that it was truthful and objective. The information about the war that the paper presented came directly from the Japanese government. It received many of the stories about the war from the Japanese government.
The Ministry of Propaganda and Arts was created in 1943 to coordinate the activities of the Ministry of Propaganda and the Ministry of Enlightenment and Propaganda. The creation of the Ministry of Propaganda and Arts followed the renaming of the Ministry of Enlightenment and Propaganda to the Ministry of Enlightenment and Propaganda. The ministry kept many of the films already produced by the Ministry of Enlightenment and Propaganda.[174]
World War II was the first military conflict of unprecedented scale in history, with nations fighting each other using the most advanced weapons of the time. Propaganda, at the time, was a new technology that was evolving simultaneously with the weaponry and was the most important communication tool available to the warring sides. The Soviet Union and Japan were particularly adept at utilizing propaganda to transform public opinion and spy on each other. The propaganda war between the US and Japan was becoming heated in late 1941 and early 1942. After the Japanese attack on Pearl Harbor, the US used many forms of propaganda, not only to explain the war to Americans but also to gain international support for the war effort. Because of the threat of the Germans to invade North America, the US used a different form of propaganda. The US propaganda in Japan was to gain support among the Japanese. Japan's propaganda was to gain support from the Western Allies and to damage the US.[14] The Japanese tactics were often based on playing on the emotions of the people through messages spread through the media.[15]
